Our nation's schools should be safe havens for teaching and learning, free of crime and violence. Any instance of crime or violence at school not only affects the individuals involved, but also may disrupt the educational process and affect bystanders, the school itself, and the surrounding community (Brookmeyer, Fanti, and Henrich 2006; Goldstein, Young, and Boyd 2008).Establishing reliable indicators of the current state of school crime and safety across the nation and regularly updating and monitoring these indicators are important in ensuring the safety of our nation's students. This is the aim of Indicators of School Crime and Safety.This report is the 19th in a series of annual publications produced jointly by the National Center for Education Statistics (NCES), Institute of Education Sciences (IES), in the U.S. Department of Education, and the Bureau of Justice Statistics (BJS) in the U.S. Department of Justice. This report presents the most recent data available on school crime and student safety. The indicators in this report are based on information drawn from a variety of data sources, including national surveys of students, teachers, principals, and postsecondary institutions. Sources include results from the School-Associated Violent Death Surveillance System, sponsored by the U.S. Department of Education, the Department of Justice, and the Centers for Disease Control and Prevention (CDC); the National Crime Victimization Survey and School Crime Supplement to that survey, sponsored by BJS and NCES, respectively; the Youth Risk Behavior Survey, sponsored by the CDC; the Schools and Staffing Survey, School Survey on Crime and Safety, Fast Response Survey System, ED Facts , and Early Childhood Longitudinal Study, Kindergarten Class of 2010–11, all sponsored by NCES; the Supplementary Homicide Reports, sponsored by the Federal Bureau of Investigation; the Campus Safety and Security Survey and Civil Rights Data Collection, both sponsored by the U.S. Department of Education; and the Trends in International Mathematics and Science Study, sponsored by the International Association for the Evaluation of Educational Achievement. The most recent data collection for each indicator varied by survey, from 2009 to 2015. Each data source has an independent sample design, data collection method, and questionnaire design, or is the result of a universe data collection. These reports present key findings on crime and violence in U.S. public schools, using data from the School Survey on Crime and Safety (SSOCS). SSOCS provides information about school crime-related topics from the school's perspective, asking public school principals to report the frequency of violent incidents, such as physical attacks, robberies, and thefts in their schools. Portions of this survey also focus on programs, disciplinary actions, and policies implemented to prevent and reduce crime and violence in schools.The survey was first administered in the spring of the 1999–2000 school year and repeated in school years 2003–04, 2005–06, 2007–08, 2009–10, and 2015–16. The 2015–16 survey was developed by the National Center for Education Statistics of the U.S. Department of Education with the support of the National Institute of Justice of the U.S. Department of Justice.

The advisory committee met on October 3, 2008 and January 30, 2009 to review information, data and reports compiled by staff to inform discussions centered on crime and justice issues in the seven-county Northeastern Illinois region that will warrant attention and resources between now and the year 2040.Between those two meetings, advisory committee members were asked to complete an on-line survey regarding the current conditions in their field of criminal justice and in their communities and the anticipated effects of projected changes in demographics on criminal justice goals and objectives for reaching a safe, equitable, efficient region by the year 2040.

In the early 1990s, with violent crime at record levels and public alarm growing, federal and state lawmakers responded with new policies that sent more offenders to prison for longer periods. The federal Violent Crime Control and Law Enforcement Act of 1994, in particular, made sweeping changes to U.S. correctional policy by imposing longer prison sentences for federal crimes and encouraging states to implement similar penalties. Two decades later, the nation's prison population has soared and crime has fallen to levels not seen since the 1960s.The Pew Charitable Trusts' public safety performance project interviewed nine leading scholars about the relationship between imprisonment and crime. Although they tackle the question from different perspectives, these experts agree that the relationship between imprisonment and crime is complex and that a number of other factors are at work in the nation's crime decline.

"Education and Public Safety," one of four briefs, finds that states that invest more in education have lower rates of violent crime and incarceration. The upcoming briefs will examine the intersection of policies on housing, employment, and drug treatment with safety and crime rates.Key findings from "Education and Public Safety" include:Graduation rates were associated with positive public safety outcomes. Researchers have found that a 5 percent increase in male high school graduation rates would produce an annual savings of almost $5 billion in crime-related expenses.States that had higher levels of educational attainment also had crime rates lower than the national average. Nine out of the 10 states with the highest percentage of population who had attained a high school diploma or above were found to have lower violent crime rates than the national average, compared to just four of the 10 states with the lowest educational attainment per population.States with higher college enrollment rates experienced lower violent crime rates than states with lower college enrollment rates. Of the states with the 10 highest enrollment rates, nine had violent crime rates below the national average. Of the states with the lowest college enrollment rates, five had violent crime rates above the national average.States that made bigger investments in higher education saw better public safety outcomes. Of the 10 states that saw the biggest increases in higher education expenditure, eight saw violent crime rates decline, and five saw violent crime decline more than the national average. Of the 10 states that saw the smallest change in higher education expenditure, the violent crime rate rose in five states. The risk of incarceration, higher violent crime rates, and low educational attainment are concentrated among communities of color, who are more likely to suffer from barriers to educational opportunities. Disparities in educational opportunities contribute to a situation in which communities of color experience less educational attainment than whites, are more likely to be incarcerated, and more likely to face higher violent crime rates.

"Employment, Wages and Public Safety," one of four briefs, finds that increased employment rates and wages are associated with public safety benefits. The release of this brief corresponds with concerns about U.S. job losses and the small uptick in the national crime rate.Key findings from "Employment, Wages and Public Safety" include:Increased employment is associated with positive public safety outcomes. Researchers have found that from 1992 to 1997, a time when the unemployment rate dropped 33 percent, "slightly more than 40 percent of the decline in overall property crime rates can be attributed to the decline in unemployment."Increased wages are also associated with public safety benefits. Researchers have found that a 10 percent increase in wages would reduce the number of hours young men spent participating in criminal activity by 1.4 percent.States that had higher levels of employment also had crime rates lower than the national average. Eight of the 10 states that had lower unemployment rates in the United States also had violent crime rates that were lower than the national average. In comparison, half of the 10 states with the highest unemployment rates had higher violent crime rates than the national average in 2005.The risks of incarceration, higher violent crime rates, high unemployment rates and low wages are concentrated among communities of color. Communities of color and African Americans, specifically, experience more unemployment and lower average wages than their white counterparts. At the same time, communities of color are more likely to experience higher rates of violence than are white communities, and African Americans are more likely to be incarcerated than are whites.
