This specific paper is a contribution to the first DPMF Conference on Democracy, Civil Society and Governance in Africa conference. Consistent with guidelines on the preparation of case studies for this conference paper addresses the three conference objectives outlined as: 1) to assess and evaluate the progress of democracy and good governance in specific African countries the so called early starters -- Senegal, Cote d'Ivoire, Benin, Ghana, Kenya, Tanzania, Zambia, Zimbabwe, Botswana and Mauritius. 2) to develop comparative criteria for such assessment of the progress of democracy and good governance; 3) to involve senior civil servants and politicians is serious discussions with civil society group (six) and researchers on this important issue.
